Jay Tomkus is Of Counsel at Montgomery & Interpreter, PLC. His primary practice areas include Public Policy, Federal Indian Law, and Water law.
Mr. Tomkus has extensive experience with legislation and rulemaking at the federal and state levels and takes pride in developing holistic advocacy strategies to address the concerns of his clients, representing them through every step of the Public Policy process.
Before joining Montgomery & Interpreter, PLC, Mr. Tomkus worked as a Staff Attorney and Policy Advisor at the Arizona House of Representatives and as a Congressional Liaison in Congress with the U.S. House of Representatives.
Professional Experience
- Counsel of record for two federally recognized Indian Tribes in Arizona’s General Stream Adjudication, In re the General Adjudication of All Rights to Use Water in the Gila River System and Source (W1-4).
- Provide public policy and political advice to clients seeking representation at the state legislature and in the U.S. Congress.
- Communicate Tribal concerns and interests to state and federal government stakeholders to secure Tribal involvement in policy-making decisions.
- Advise Tribal and private clients on administrative procedures established by state and federal agencies to achieve the client’s regulatory goals.
- Assist clients in building stakeholder support for the client’s policy priorities and encouraging other parties to reach consensus support for the client.
- Assist clients in the grant application process, including seeking engagement of elected officials in support of their applications.
- Engage with congressional and legislative leaders and staff to shape legislation for the client’s benefit.
